Dr Kate Duggan

Dr Kate Duggan has 25 years’ experience in environment and natural resource management, working in community based, regional and national programs to improve management of land, water, vegetation and biodiversity at local and landscape scales. Over the past decade, Kate has worked extensively with public sector agencies and industry groups in the analysis and development of policy and programs in natural resource management, water resources and rural livelihoods within Australia and internationally. She combines a strong research background with extensive practical experience in Australia and the Asia-Pacific region.

Kate has undertaken numerous short and long-term assignments for the Australian aid program, other international development agencies and non-government organisations in the Asia-Pacific Region. She was Australian Team Leader and Project Director for several Australian initiatives in the natural resources and rural development sectors in China, Indonesia, East Timor, the Philippines, Lao PDR, Sri Lanka, Vietnam and the Mekong region, Vanuatu, PNG, Samoa, Kiribati, Fiji, Solomon Islands and the Pacific region.

Her experience ranges from strategic planning, programming and identification missions, working on design teams and long-term engagement in on-ground management and implementation of initiatives. Since 2006, Kate has worked closely with the Australian aid program to develop climate change and environment policy and responses, at a global level and for country programs in the Philippines, Vietnam, Indonesia and the Pacific Region.

Within Australia, Kate has led teams for numerous analyses of national programs and regional initiatives, including evaluations of Natural Heritage Trust, the National Landcare Program, the Murray Darling Basin Authority’s water resource and irrigation programs, the National Water Initiative and the Murrumbidgee and Murray catchment plans. She coordinated the 2006-08 Australian Biodiversity Assessment.
